Foothill Landfill in Linden is closed to the public: where to go instead
San Joaquin County lists Foothill Sanitary Landfill as closed to the general public. Where Stockton, Linden and Morada self-haulers take a load instead.

The short answer
If you have a pickup load and you live around Stockton, Linden or Morada, do not drive out Waverly Road. San Joaquin County's facility page lists Foothill Sanitary Landfill as closed to the general public. Expect to be turned away at the scale.
The two county gates that do take the public are North County Landfill on Harney Lane in Lodi, $60.93 a ton (effective 2026-01-01), and Lovelace Transfer Station in Manteca, $78.78 a ton (effective 2026-01-01). Both are open seven days, 7 a.m. to 4 p.m.
What Foothill is, and who it is for
Foothill is the biggest landfill in San Joaquin County, about 800 acres on the eastern edge of the county. The county bought it in 1993, and under the current permit it is projected to operate until 2090. It is run by Foothill, Inc. under contract with the county.
It is where the county's own trash ends up. The Lovelace transfer station trucks its loads here, as does the Tracy Delta Materials Recovery Facility, along with the local collection companies. The county reports 325,695 tons delivered in 2023, about 1,052 tons a day. It is built for that traffic, not for a household with a trailer.
The low rate you may have seen
Foothill's posted rate is $40.64 a ton (effective 2026-01-01), the lowest in either county, and San Joaquin cut its rates in October 2025. That number circulates, and it is why people look this place up.
It is not a price you can use. A gate closed to the public has no self-haul rate. We do not use Foothill either: our loads from Stockton, Linden and Morada go to North County on Harney Lane.
Where to take it instead
North County Landfill, Lodi. The closest public gate for Linden, Morada and north Stockton. $60.93 a ton (effective 2026-01-01), $32.50 minimum (effective 2026-01-01), open every day, no cash. San Joaquin County residents with proof of residency drop mattresses, appliances, tires and TVs free up to a per-trip limit. Details on the North County Landfill page.
Lovelace Transfer Station, Manteca. The public gate for south Stockton, French Camp, Lathrop, Manteca and Ripon. $78.78 a ton (effective 2026-01-01) weighed, but small car and pickup loads pay a flat minimum from $21.75 (effective 2026-01-01). Paint, chemicals and batteries go to neither. They go to the San Joaquin County Household Hazardous Waste Facility in Stockton, open Thursday through Sunday, 9 a.m. to 3 p.m..
What the county lists Foothill as accepting
For commercial customers with access, the county page lists commercial and household waste, construction and demolition waste, agricultural waste, tires, and refrigerators, freezers and AC units. It refuses burned waste, cannery waste, drums of five gallons or more, hazardous or infectious waste, large loads of soil or gravel, liquid waste, mobile homes, undismantled RVs and camper trailers, septic tank waste, toxic materials. Every load has to be tarped or it pays a double disposal fee. Payment is by card with ID or business check. No cash.
When it is cheaper to just go yourself
Here is the gate fee for three of our standard load sizes against what we charge to load and haul the same thing. The tonnage is an estimate for ordinary household junk, not a weighed job, and the gate column is North County Landfill's (Foothill Sanitary Landfill is closed to the general public) posted rate of $60.93 a ton with its $32.50 minimum, effective 2026-01-01.

Go yourself to North County if you live in San Joaquin County, have a pickup, and it fits in one trip. The gate charge for a light load is the $32.50 (effective 2026-01-01) minimum, and inside the resident limits the mattresses, fridge, TVs and tires ride free. That beats anything we charge.
The middle option is our trailer. We drop it, you load it on your own schedule, and we haul it to the gate: $275 for a day with the first ton of disposal included, delivery free within 25 minutes of our Lodi yard. Details on dump trailer rental.
Hire it out when the load is the problem, not the gate:
- You do not have the truck. A rental truck, fuel and the afternoon sit on top of every figure above.
- It is heavy or awkward. A fridge off a back porch, a sleeper sofa down a staircase, a hot tub. That is where people get hurt.
- It is more than one trip. A whole house or a packed garage turns into several runs, each one weighed and billed on its own.
- It is a long drive for one load. From Stockton or Linden, Harney Lane and back is a real part of your day, and a big cleanout is several of those trips.
